Although use of condoms cannot guarantee 100% safety from STIs, it is definitely an effective way to minimize the risk of transmission of STIs from infected person to a healthy person during sex. According to Public Health Agency of Canada website (www.publichealth.gc.ca), "only abstinence or a truly monogamous relationship between two uninfected partners can ensure the avoidance of sexually transmitted infections " . This statement is too ideal to be followed by majority of people. Also, there are other ways a healthy person can get infected with STI or HIV, for example, by using infected needle or blood transfusion etc., but use of condoms has definitely a vital role in minimizing risk of STI or HIV transmission.
